Dr. Huang is Post doctor, professor and doctoral advisor of College of Electrical Engineering and Information Technology, Sichuan University. Dr. Huang is an expert of the department-level / provincial expert bank, consultant of Intelligent Control Research Institute of Sichuan University, Vice President of Medical Design Innovation Promotion Association of Sichuan Province, academic leader of the “985 Project” technology innovation platform, responsible person of key disciplines construction of “211 Project” of Ministry of Education of the P.R.C., academic and technology leader of Sichuan Province (standby), directors of many state-level / department-level / provincial science societies / associations, editor / reviewer of many professional journals, and expert consultant of science and technology institutions.
Dr. Huang was awarded the national scientific research great achievement collective prize, provincial excellent teaching achievement prize and the title of Excellent Middle-aged / Young Teacher.
Dr. Huang presided over the key program of higher science education teaching reform and practice of Ministry of Education of the P.R.C., construction of featured specialties and construction of China’s “523 Laboratory”.
Dr. Huang is the responsible person of excellent courses of Sichuan Province and Sichuan University, and was awarded the instruction prize in the national innovation and design competition.

In recent years, Dr. Huang has presided over and participated in over 30 transverse / lengthways scientific research programs, including programs of NSFC, China Postdoctoral Science Foundation, department / provincial foundation, high-tech science and technology programs of the “10th Five-year Plan Period” and “11th Five-year Plan Period” of China, state science and technology support program, momentous special programs, 863 Program, 973 Program, China’s “985 Project” and programs commissioned by national defense enterprises, etc.
Dr. Huang participated in the technical development, consultation, service, training and cooperation of the programs like industrial automation, smart inspection control, smart (communication) instruments, hospital informatization (medical health, ecological environment, rehabilitation), modern agricultural automation & informatization, water reservation informatization (water resource management, irrigation self-control, water quantity / quality monitoring), radio & TV network (digital radio / TV), communication information system, electronic governmental / commercial affair platform, smart structure (5A), natural / social construction disaster monitoring & prediction (torrential flood, landslide, environment, labor safety, 110, 120, fire hazard, dam/bridge/tunnel, etc.), smart city (digital, information, green), and IoT. Also Dr. Huang participated in or has been responsible for many times for technical evaluation and profession instruction for Industrial Development Foundation of Ministry of Industry and Information Technology of the P.R.C., the “Spark Plan” of Ministry of Science and Technology of the P.R.C., as well as the “emergency communication”, “flood prediction & warning” and “smart TV” programs of the “innovation program of National Development and Reform Commission”.
